Today's
wild horses and burros are threatened by a government program
which is biased against the very animals it is designed to protect.
So flawed are the Bureau of Land Management's (BLM) Wild Horse
and Burro Program and related public lands management policies
that the long-term survival of America's wild horses and burros
is in jeopardy, as is the health of the rangeland.
This report describes the history and politics of the controversial
and deeply interwoven issues of wild horse and burro management
and taxpayer subsidized grazing of privately owned livestock
on public lands, and offers a new vision of how to better address
these conflicting interests to the long-term benefit of America's
wild horses and burros, the lands on which they reside, and
the American public.
